what are possible solutions?

 No, personally i think this problem can't be fixed. The reason why i say no is because there is always going to be someone out there that wants to keep drugs around. whether its for abuse or to make money. even if we are somehow able to get rid of it; it has already made its mark on the pacific with the deaths and the violence it has caused the damage that drugs and alcohol has already happened. what we as individuals can do is for the parents teach their children about drugs and alcohol. And for the children what we can do is make the right choices and think about whats at risk. if we do drugs at a young age we are going to become very addicted as adults. what we can do as a community is have the schools raise more awareness about it. instead of having a couple of Assemblies we should have things like class meetings, district meetings, and things like this. some thing that we can all do is reject drugs and alcohol in general; and parents be more aware of what their children are doing. already here and Hawaii we have D.A.R.E. and in the pacific there are a lot of drug and alcohol awareness groups. what other pacific island nations can do is come up with drug and alcohol awareness programs Like D.A.R.E. and for the adults in the pacific is do whatever they can to steer their children on the right track away from drugs. i think my solutions would cost money, but not a lot of it. it would cost money to pay for the people who teach the programs,and for the supplies they would need for the program. once the problem is fixed to keep from becoming a problem again the Pacific's law inforcement should put more of a strain on the drug trafficing and alcohol use.
